Legendary is as high as it goes. Items already upgraded to that point probably shouldn't even show up on the menu, I assume it's just a bug.

Does anyone know how you learn variations of the armour in smithing? Like I've seen screens now of players that have 10 different types of steel armour to create.

The Advanced Armors perk gives you some variations.
