Will there be any diffrent to cooling if you put the on the bottom or to have the tube on the top. meaning if you mount it should i have the water shooting up and the pump pulling it down or should i have the pump shooting the water down and the pump pulling up

AFAIK, it's exactly the same. I tried both positions with mine and there was no difference.

I asked my cousin who has one and he said it didn't make any difference.

Its not really going to matter. The only thing I could think of was that having the tubes at the bottom might help keep air bubbles at the top of the rad and away from the cpu block.

I also can't think of anything else aside from what he said. maybe the pump will have a harder time when the rad is at the top but based from personal experience performance is exactly the same wherever I install the rad. I think what you should be worried about more is the fans you'll be using and the config. mine worked better on push/pull intake, temps were better that way when my sidepanel was closed and didn't affect gpu temps as much as I thought it would
