If you get a corsair be careful around the fans they cut you up pretty good.

Let me throw my wrench in the bunch. My vote goes to the Thermalright TRUE Spirit 120. It's $30 and performs very very well

However, I recommend Corsair A70 which has an even better best-bang-for-the-buck.

At US$22.24 (after rebate) and with its two stock fans, it beats 212+ (with just one stock fan) both thermally and cost-to-performance ratio wise.

What he said.

I bought my A70 over the 212+ because it came with a second fan, and it was black. I am NOT disappointed.

After the rebate, it came around to the price of a 212+. At 50% fan speed, I idle at 33C, and that's with a room that doesn't have the best air flow in the house (my case fans are also all at 50%, and my CPU is OCd to 3.2GHz).

Under full load, and fans at 100%, I don't go over 50C. I love this cooler.

I think it should be mentioned and considered just as much as the 212+.

Zalman CNPS10X Performa.

At 4ghz overclock in push/pull (I have an Arctic F12 slapped on with the stock fan) I get 22c idle and 40c load in an Antec 900 Case at normal room temperature. May cost a little bit more than $30 unless you shop about but they're well worth the money.
