New guy with a major CPU problem [FIXED!]

Hello everybody! So I have been wanting to get into the overclocking scene for quite some time, but unfortunately took a bad first step yesterday. hopefully someone can help me!
First off, I am a COMPLETE noob at overclocking. As in you say volts and FSB and multiplier and I don't get it yet. So I took some dumb advice.
Before I get into my problem here is my system:

AMD Phenom II x4 945 3.0ghz
Gigabyte MA790x-UD4p
8gb OCZ Reaper DDR2 1066 (4x2)
650W Corsair PSU
Geforce 9800GT 1gb

Ok. So back to the bad advice and the problem. A friend of mine told me to download AMD Overdrive and select the Autoclock option and then hit start to overclock the CPU. Well sometime when I was away from my computer, it restarted.

I came back and noticed it was running unusually slow, and when I opened up Autodesk Maya (the main program I use) to work on my project, it pretty much wouldn't run. So I was thinking what happened and Checked CPU-z.

Boom. According to CPU-Z, my CPU is now running at a blazing speed of.... 803.7mhz... Ouch. Core voltage is also listed as 0.944V if that helps also DRAM frequency is now about 400mhz.
So I have been frantically trying to reset my cpu to stock speed to no avail. I pulled out the CMOS battery (did I say that right?), tried resetting to defaults on everything in the BIOS, and even ran AMD overdrive yet again to try and fix it. Well no luck. My CPU won't go faster than 800mhz.

So how can I reset the CPU speed to 3.0ghz and get on with my life?

Just enter the bios disable Cool & Quiet also disable C1E (if you have that option) and you'll run your CPU on 3GHz ^^

This^. Sounds like it's idling the cores, so it doesn't use as much power. Helpful, unless you actually want to use the cpu...

That sounds like it would fix my problem...except that I can't seem to locate a cool&quiet or C1E option anywhere. Should I flash the Bios with F10C or whatever (I've been googling for hours to try and fix this... haha)

sigh...I have looked everywhere but don't see it. Is my BIOS old or something? Anyway to check the flash version? Or is there a different way to get my cpu back at stock speed?

Did you try uninstalling Overdrive? From what you said, this happened after you installed overdrive, correct? If so, it may for some reason be forcing settings. Not sure if I'm correct in any way, but it's worth a shot to try to uninstall it. Even if you don't have the program open, it COULD be running in the backround, which would allow it to possibly force an idle on the cpu, which may not be a feature of the motherboard. Again, it's just a hunch, but it's worth a shot.

Ok so I don't know if this is the problem or how to fix it, but according to CPU-z, my CPU is running at ~800MHZ based off of 200 times a multiplier of 4. Well My CPU can max at a multiplier of 15.
What's 200 x 15? 3000!!! So how can I change my multiplier from 4 to 15?

EDIT: Oh duh, I'll try uninstalling AMD Overdirve. just a minute...

Edit again: uninstalling did not help. I gotta take a break from this. But I really appreciate the help so far. I'll be back in case someone has an epiphany.

If it's a locked cpu, always keep the multi at max. fsb of 200mhz is stock I believe. To change the multi, go into the bios, and search through EVERY SINGLE PAGE to find the overclocking settings. Every bios is different, so I don't know where it would be on your mobo. There should be a setting in there somewhere to change the cpu multiplier. just bump that up to 15X and you should be fine.
Also, if the voltage stays at its .9v, try bringing it back up to stock settings. Do this all after you uninstall Overdrive.

Ok this fixed it! Basically the multiplier was on AUTO at x15, Well I switched it to MANUAL at x15. That fixed it. phew.
