So I would like to order tonight

Main Uses:
Everything involved in Video Production + Gaming
(It is to my understanding that the 1866 will let me overclock my cpu better correct?)

What cpu do you have?

That will make all the difference because each chipset platform likes different ram settings. Intel likes tighter timmings and Amd likes like higher freq. The 1st gen core iX series need higher freq to get the best OC while 2nd gen core iX series the freq will not change the OC.

speed always makes a difference. go with the 1600 ones and overclock them

I would say the increased speed will not be worth the price premium. Go with the $100 kit.
