Challenge 1 in c++ cause Im bored:
Code:
#include <iostream>
using namespace std;

int main()
{
        int numStarsMax = 0;
        cout << "Enter the max number of stars:";
        cin >> numStarsMax;
        cout << endl << endl;

        for(int i = 0; i < numStarsMax + 1; i++)
        {
                for(int j = 0; j < i; j++)
                {
                        cout << "* ";
                }
                cout << endl;
        }
        for(int i = numStarsMax - 1; i > 0; i--)
        {
                for(int j = 0; j < i; j++)
                {
                        cout << "* ";
                }
                cout << endl;
        }

        system("PAUSE");
        return 0;
}
Yes, its not the most efficient way, but it works.

Challenge 2 in C++ using the STL:
Code:
#include <iostream>
#include <vector>
using namespace std;

#define NUM_ROWS 3
#define NUM_COLUMNS 5

int numbers[NUM_ROWS][NUM_COLUMNS] = {
        { 1, 5, 1, 2, 19 },
        { 2, 23, 6, 1, 56 },
        { 6, 23, 65, 2, 0 }
};

int main()
{
        vector<int> totals;
        for(int i = 0; i < NUM_ROWS; i++)
        {
                int curTotal = 0;
                for(int j = 0; j < NUM_COLUMNS; j++)
                {
                        curTotal += numbers[i][j];
                }
                totals.push_back(curTotal);
        }

        for(int i = 0; i < totals.size(); i++)
        {
                cout << "Sum of row " << i << " : " << totals[i] << endl;
        }

        system("PAUSE");
        return 0;
}
Without the STL:
Code:
#include <iostream>
using namespace std;

#define NUM_ROWS 3
#define NUM_COLUMNS 5

int numbers[NUM_ROWS][NUM_COLUMNS] = {
        { 1, 5, 1, 2, 19 },
        { 2, 23, 6, 1, 56 },
        { 6, 23, 65, 2, 0 }
};

int main()
{
        int totals[NUM_ROWS];
        for(int i = 0; i < NUM_ROWS; i++)
        {
                int curTotal = 0;
                for(int j = 0; j < NUM_COLUMNS; j++)
                {
                        curTotal += numbers[i][j];
                }
                totals[i] = curTotal;
        }

        for(int i = 0; i < NUM_ROWS; i++)
        {
                cout << "Sum of row " << i << " : " << totals[i] << endl;
        }

        system("PAUSE");
        return 0;
}

challenge 2 in C. it gets input from a text file named input.txt and uses whitespace as delimiters.
Code:
#include <stdlib.h>
#include <stdio.h>
#include <string.h>

int main(void){
char line[128];
char * temp;
int sum, counter;
FILE *fp;
fp=fopen("input.txt", "r");
if (fp==NULL){
        printf("Error: Could not open file!\n");
        return 1;
}
counter = 0;
sum = 0;
while(fgets(line, 128, fp) != NULL){
        counter++;
        temp = strtok(line, " ");
        while(temp){
                sum += atoi(temp);
                temp = strtok(NULL, " ");
        }
        printf("Sum of row %d : %d\n", counter, sum);
        sum = 0;
}
fclose(fp);
return 0;
}

sample input:
Code:
2 4 7 3
5 8 3 9 4
6 8 3

5

sample output:
Code:
Sum of row 1 : 16
Sum of row 2 : 29
Sum of row 3 : 17
Sum of row 4 : 0
Sum of row 5 : 5

In pascal these challenges woudl look like this:

#1:
Code:
procedure TApp.Example1;
var
  i, j, d: integer;
  s: string;
begin
  // param check
  if paramcount<1 then
  begin
    Writeln('usage: Example1 [amount of stars]');
    Terminate;
    Exit;
  end;

  // manage param
  try
    i:= strtoint(paramstr(1));
  except
    Writeln('error: invalid parameter');
    Terminate;
    Exit;
  end;

  // init vars
  s:= '';
  d:= i*2;

  // do stars
  for j:=0 to d-1 do
  begin
    if (j<i) then
    begin
      s:= s + '*';
    end else
    begin
      setlength(s, d-j-1);
    end;
    writeln(inttostr(j)+'> '+s);
  end;
end;

..and #2 with arrays as input from the user:
Code:
procedure TApp.Example2;
var
  a: array of array of integer;
  rows, row, values, value, sum: integer;
  s: string;
begin
  // pre-defined contents
  write('Enter rows: '); readln(s);
  rows:= strtoint(s);
  setlength(a, rows);
  for row:=0 to rows-1 do
  begin
    write('Values on row '+inttostr(row)+': '); readln(s);
    values:= strtoint(s);
    setlength(a[row], values);
    for value:=0 to values-1 do
    begin
      write('Row '+inttostr(row)+' value '+inttostr(value)+': '); readln(s);
      a[row, value]:= strtoint(s);
    end;
  end;

  // output
  for row:=0 to high(a) do // go trouhg n rows
  begin
    sum:= 0;
    for value:=0 to high(a[row]) do // go trough values on n row
    begin
      sum:= sum + a[row, value];
    end;
    writeln('> Sum of row '+inttostr(row)+' is '+inttostr(sum)+'.');
  end;
end;

How come? Efficient != amount of characters. There's some extra on both challenges if only thinking of the exact challenge contents.
First one basically on 6 lines and second would be on 6 if making user input as constant.
