When he goes over a certain kwh/month, his landlord charges him +$70. With the higher CPU usage overclock.net now pulls, it's highly likely he'll hit that limit and be charged extra.
All I can suggest is Chrome with all acceleration enabled. (Type about:gpu or about:flags into the address bar and tweak away....)
