There would be about a 10% difference. For example a 1.6 --> 2.0 is a massive overclock that you will undoubtedly feel however a 4.5--> 4.9 is less than ten percent and although in absolute sense (how many operations it will perform in a second) it is as big an overclock, but because we tend to perceive things in relative ways it won't "feel" as big an increase.
