Welding Water Cooler?

Is something like this suitable as a water chiller? http://weldingdirect.com/ntwaco2ga.html

It seems like an impressive price ($450, 9,600 BTU with a pump, reservoir, and it's designed for continuous use). Not as cheap as an AC mod, but seems less than custom built units (although assumedly not as tuned).

This would be CPU, maybe vid. card also.

I would believe so. I've seen a car heater core work amazingly well with 4 120mms on it. So, assuming it had enough airflow, you should be able to cool almost anything you throw at it I would think.

-edit- Oops, thought you meant to use it as a radiator. It wouldn't chill water, but it would be a good radiator.
