Pre-built water coolers are water cooling, but only in the same sense that playing Angry Birds on your phone is considered gaming. It meets all the criteria, but really should not be considered on equal ground as a custom loop.

That said...I think I might actually try one of these types of coolers in my next build. I don't think a custom loop is really needed anymore for a CPU. However, I will not run a GPU without very good water cooling. I simply will not allow something to be running more than 70° in my machine. Sure most GPUs are actually fine up to around 90° or so, but that doesn't mean the other hardware in your system is. I think including the CPU in a custom loop these days is more for looks than performance. Sure my CPU is running a bit cooler with the block on it, but my overclock isn't limited by heat...I could have good air cooling or a prebuilt water cooler on it and I'd have the same overclock...it would just be about 10° warmer, but that temp would still be OK.

So I voted "No", but simply because you can't compare apples to apples here. A pre-built isn't "water cooling"; it is "a water cooler"; an item that uses the principals of water cooling to cool a CPU. It is like comparing a stock CPU cooler and dry ice. Both of them cool with air and a heat sink of sorts(a pot)...just one has the air made very cold first.

Some one on the forums has a Ducky in their sig with them saying something along the lines of, "A person is like a table because it has legs and can hold things." I think that is applicable to this discussion as well. They are the same at the basic level, but yet very different.

It is calling someone as a driver who only have a permit to drive
They don't have to know anything about watercooling but can do watercooling

That is an excellent analogy. Just because someone has liquid cooling doesn't mean that they know what they are doing. As a community, I think that we can uphold this definition of a person who knows what they are doing as a "Watercooler" to differentiate from those who buy a system and put it in without understanding how a custom loop would work.

Usually a mix of water and glycerin. They should be called liquid cooling, but colloquially we call them water cooling.

Another thing I want to mention is word choice.

Watercooling cooler sounds redundant, and a watercooler sounds a person who perform watercooling.
So let's go for liquid CPU cooler or liquid cooler.

Most people in custom WC area don't call their cooling portion as a liquid cooler, but liquid cooling system aka Watercooling system.
Maybe it sounds same for many people, but I feel slight difference in nuance.

Custom watercooling is not one simple 'a cooler',
there are so many components wcer need to treat.
Calling custom Liquid 'cooler' sounds like treating whole watercooling loop as a one cooler, which sounds awkward.

However, there is no problem with calling pre-built Watercooling for Liquid cooler, and it is proper word choice as well.
Because it is a single cooler, and most likely only for CPU cooling-there is VGA pre-built liquid cooler but not popular-
If we read hardware article, then you can find easily 'Corsair released new Liquid CPU cooler'

Look at this, "Corsair announces new liquid CPU coolers"

On the other hand, I feel a serious discrepancy calling a Watercooling system for pre-built watercooling,
because I heard air cooling, air cooling cooler, or (air cooling) heatshink, but I have never heard anyone
calling air cooling 'system'. That sounds really awkward.

If we cram all thing in 'Watercooling', then both custom WC and pre-built WC can be categorized same,
but I have never called Watercooling 'system' for any of pre-built WC, and I will not.
Not only because of proper word choice, but also it is my repect toward a system with dedicated effort by a builder.
