Help, not sure what is dead.

I ahve an LE board with the spec below.
I recently turned it on and the fans spin up, then stop, then nothing else. need to remove power cable for few seconds before switching on again, and same fans spin up and nothing else. Got the PSU replaced, and not on switch on Fans stay on and HDD spin up, but nothing else.
Not sure if its the MB, CPU or GPU.
I removed the CPU and RAM, and swithed on and never got any error coded tones. power is going to the CPU as I turned CPU fan off to remove the hearsink from the CPU, to remove it. I am sending the CPU back for RMA under warranty.

MB Asus M5A78L LE
CPU AMD Phenom II X2 560 Black Edition
RAM 2X CORSAIR XMS3 8GB
GPU Inno3D 512MB PCI-e eForce, cant remember spec.
PSU Corsair CX600
HAF912 Case with standard fron HDD fan, rear fan, and AMD supplied CPU fan and heatsink. temps on HD were never much above 25degrees.
PLayed around with CPU first few weeks with OC, and unlocking etc. but settled back to the unlocked to 4 cores at standard clock speeds.
This was my first self build and found it pretty handy, but totally stumped by this issue. Any help or advise is welcomed.

Your mobo can't handle the voltage of the CPU OC / UNLOCK try to touch your VRMs if it's too hot it's throttling. i found my LE also like that so i removed my OC on my athlon II x3 450 but i still use the unlocked core. Hope this helps.

The CPU was running at listed frequency so didnt have any OC goign on, just the unlocked cores. I also never push the CPU to high. Temps were always stable.
wont be ablet o test anythign until I get my CPU back from AMD as I already returned it.

Update.

I have recieved a new CPU and the box is still not booting. the HDD sounds like it is, so im trying to source a GFX card to try that out and if that doesnt do the job Ill be sending the board back. bloody frustrating. One thing I did learn is that if im building my own again to source kit locally. postage for RMA is quite expensive by fed ex and the like. AMD recomment using a carrier rathert than national postal service as national post gets routed to their main post office rather than the RMA office.
