Issue's between BF3/FFXIV and Sapphire HD 6990

Hello everyone, I've got an issue with my fps with BF3 and lately FFXIV.
Here's some info on my pc setup:
Motherboard : G1.Assassin killer Gigabyte
Processor: Intel Core I-7 960 @ 3.2Ghz
VGA: Single Sapphire HD6990 ATI (not over clocked or anything)
Rams : 12GB Corsair
Hard disk: 120GB SSD Kingston and x2 1TB Western black
Also am on win 7 64-bit, Not sure if this would matter but i have UAC off and AVG Firewall disabled.
Screen Resolution 1920x1080
so anyways, if my config is set to Ultra and Resolution is 1920x1080 full screen Vsync off, i'd be somewhere around 15~20 FPS most of the time. so am running it on medium atm just to enjoy playing w/o fps issues.
I tried latest Catalyst which is 11.11, but same results, so i installed "AMD Driver Nov 3 smooth Battlefield 3 gameplay Driver from marthand" and AMD 11.11 CAP 1.

since its my first ATI card i dont really know much about catalyst and stuff. Here are few things that i've made/Tested so far. I have uninstalled/re installed couple drivers(including Driver sweeper just to make sure everything is gone) 11.10 preview 2/3 and latest 11.11.
I have ran Heaven DX11 Benchmark 2.5,Furmark version 1.7, and i have gotten amazing results with them. This is a link to my Furmark result:

What i have noticed during tests, i've had MSI afterburner running in the background to check on the GPU's usage, on both Heaven and Furmark, they were both hitting 90'ish%, but on BF3 GPU#1 usually around 35ish% and #2 at 0%, so is that normal? and again i only have single card just not to mess things up with you.

I know it's mostly a driver issue but, i know some people who are running same driver with the same card, and they never had any any issues at all.

Its frustrating that i spent last 2days trying to figure out what's the issue but everything seemed fine on tests.. OH and 1 more thing, whenever i'd install drivers, in the end of installation id get a msg saying "installation was finished but some warnings occured" and weird thing is i never saw any error window that would pop during installation, everything seemed fine, i even checked the log files and everything was "success".

So finally, i read on battleload forums, someone saying turning off fullscreen should help a little, so i tried that and actually i noticed difference! i changed resolution to 1600x900 and turned off Fullscreen and switched graphics to Ultra, i was somewhere near 30~40 FPS, although it randomly drops to 15~20, but atleast there's some improvement!
So is there anything that i have missed that could fix my issue? it be greatfull to hear from you guys.

Crossfire will work for 6990 ONLY in fullscreen mode not in windowed mode.

 

Try latest WHQL Catalyst 11.11 + CAP http://sites.amd.com/us/game/downloads/Pages/radeon_win7-64.aspx

That's the one i am using right now, the first link you posted. but still the same no improvements at all unless i play on windowed mode with medium settings to have an average of 30-45 fps.

hi,first of all i know your running a single card in your setup,i'm assuming it shows up as 2 gpus in aftburner,mine although different to yours does not always show both gpu's (2nd card)up in afterburner but it only shows the temp of both cards,thats a bit hit and miss for me so i dont always trust aftburner.am i right in thinking its a 4gig card?...i checked my fps while i was playing bf3(ctrl-alt-s) i was getting approx 70fps up to 128fps on ultra , my son(brand new msi 6950 that was rma'd because i couldnt get it to install correctly)while that was getting checked i put his 5770 back in no probs ,it was sent back to me as ok,an it worked straight away????? one thing i did do was to swap his psu for a slightly better one and instead of just having the 20+4 for the m/board(p67p8) in this one had a 20+8) was running on high settings and he was getting 60ish fps(30gig virginmedia connection)i'd be doing a few more tests on my card if i was you,something is obv not right.if your ram is ok,your power supply is ok including the right mb connections,your internet connection is ok,you've done a clean install with drivers ect, set up your ssd ok.it doesnt leave many options for anything else,as for all this dont run your game in fullscreen mode,,,,well whats the point in having a top card??? sounds like you've done research on software conflicts etc(btw i'm running avg and that other off UAC or whatever)it sounds like your card has some sort of problem when it is required to do the faster side of actually processing/rendering the frame rate.me personally i dont know,but like you i'd be wanting something more for my cash than that.i got mine(msi 6870 twin frozr ii/oc) from usa for $390inc post..yeah buack to the original point,i personnally dont trust msi afterburner ....is your card artifacting or anything or is it just hitting a wall at whatever fps(bottlenecking maybe)..wish i could help u more.goodluck...one last thing,when his other card was away i removed some old nvidia drivers that were left behind from a prev card he'd had u neverknow..

@ OP, i would definitely overclock the CPU, a 6990 is no joke, you'll need more processing power to use all the GPU potential. i dont think your problem comes from there but from catalyst settings. I hope someone who knows better than I do comes up with a good solution.

I would like to know 1 thing, is it normal if the 2nd GPU doesn't show any usage on MSI afterburner but everything running fine such as games/etc..? i've noticed that in couple games.. were i'd run the game and would see that the 2nd GPU isnt showing any usage.. or does that mean that my Catalyst/CAP are corrupted?
EDIT: that's right now with Final Fantasy XIV running.

Yeah cpu is def something to think about,and i've just read on full load this card takes a staggering 450watts http://www.techradar.com/reviews/pc-mac/pc-components/graphics-cards/amd-radeon-hd-6990-934022/review?artc_pg=5 at full blast so i hope you'vegot a good psu in there with a ssd n 2 hdd etc...and as for the pic,mine never show 'the same reading as that(unless i'm in kombuster when sometimes it does the same as yours) but not far off 50/50 the rest of the time, my temps are nearly the same so i assume its doing its stuff.my ati ccc settings are all application controlled with morph off..AF 'application settings',,,, tess amd 'optimised' with cat AI set to 'performance',enable surface format 'checked'.,vrefresh 'off unless application specifies',..aa mode' performance',triple b off,i use the in game settings on bf3 and just set the top one to ultra and the rest do themselves....my cpu is i7 oc'd 2 a stable 4.8ghz on air,my ram is 8gb patriot xtreme dvision 2 1886 ddr3 xmp(activated in bios(msi p67a-gd53 mboard) pci latency set to 32(i dont know if thats good or bad,i'm still learning but from a quick idea its the amount of time it takes 4 the slot to process info then report back to the cpu ect u might need to increase it or decrease i cant advise u on that...

Good news guys! after formatting my pc, and installing official 11.11b with 11.11CAP2 guess what? am running BF3 perfectly! my average FPS is between 70-80.
