It's ultimately made by humans, even the machines that made it. Hence, not all chips will be the same. That's why overclocks are the same as well. Some might need more voltage and some might need less, somee chips might stand a higher BCLK than others, and so on.

Just curious, did you mean to say waffle or did you mean wafer? Only reason I ask is that I actually worked at a fab (National Semiconductor) and have never heard anyone call them waffles! It's kind of catchy!
