On coolers like the 212 evo I always had the best results applying the TIM like this.

I don't use as much TIM, but that's how I do mine too with the Heatpipe Touch Chip style heatsinks. I put a thin strip on the pipes themselves, and an additional thin strip in the center if there's an even number of pipes; with an odd number there's a pipe centered on the cores so I just put a little extra on that one. All totaled, the amount I apply would be about 1.5x rice grain-sized amount of TIM. Doing it the traditional way (applying to the CPU) doesn't yield as good results. Well, in my experience it hasn't anyways.
