Typically you can easily can 4,5 GHz and that should be satisfying, but depends on your CPU voltage. I'd say that I personally would not go over 1,35 or near it.
I got 4,5GHz at 1,26 stable for 24 hours in Prime95.
As far as for temps go, you should not worry about idle temps, only if they are outrages and at load I say max 75 degrees. Even though 80 is not a killing point, but I want to keep my system healthy and safe and with temps like that, I'd say that an extra 0,3 or so (depends) wouldn't be worth it.
