Means nothing. Asymmetric is beneficial to the ISP. In most normal situations there is no need for a symmetrical connection. Saves them bandwidth and costs. Almost not noticeable to the average user.
As for the usage of the phone lines, that's ridiculous. It's just another form of technology. xDSL does pretty darned good for being over 2 wires. Just the fact that they were able to push these little wires to their limits is pretty amazing. It works great, again, for the average user.
