$150 budget, non-gaming monitor ideas?

I could use some help here. I'm building a system for a friend who wants a decent monitor for clear text reading (he's close to 50 yrs old). He has $150-ish to spend. He plays with some simple 2D CAD drawings, but nothing fancy. He's not a gamer, but mostly spends his time doing business stuff, invoicing, email, web browsing, etc. I want to buy him a solid, easy to read on, reliable monitor. What would you buy?

Any help you can provide would be appreciated.

This monitor is Brand new, so there aren't many reviews, but ASUS's 23" IPS monitors were decent, so I'd expect this one to be too.

i love my HP 2311x LED monitor. It's not IPS, But i'm a (intermediate level) video editor, and it does well for color and clarity. Can be had these days for $160 or thereabouts.

You'd be fine with any monitor really given that it isn't COMPLETE garbage. Check around for 23/24" monitors from a good brand and pick out an LED one if possible.

The easy to read part depends on the person's eyes directly as if he can see for example 1080p on a 24" better than 1080p on a 21 inch then that would play a big factor; I would say bigger is better for most if space isn't a concern.

Dell (yup I know hate 'em, too) had a really bright one with a great contrast ratio. Its about 21.5/23? inches for $150. My aunt has it and I am jealous.

Keep in mind most contrast ratios and dynamic contrast ratios are never accurate because there isn't really a standard to base off of.
