CPU Voltage jumping

My CPU voltage is jumping a TON in CPU-Z I have the voltage set to 1.240v Manual Offset mode +0.010 but the voltage is jumping from 1.040v-1.360v under load. That's a pretty big jump.

I have turbo boost and speedstep disabled. Should I turn off + offset mode?

there is a chance there is just something wrong with the sensor. On my sandy bridge htpc, the cpu runs at 1.05 in bios, but 1.56 on cpu-z

I have no idea what cause it. I Went to defaul settings and ita not jumping anymore
