Sorry for the confusion.

 

3D means 3D clocks. The core and memory will kick in to 3D clocks when playing games in fullscreen.

 

This is AMD Power Play identical to Nvidia Power State to downclock to 2D clocks to save power consumption, when the GPU is not rendering applications with 3D clocks.
