Wii cursor movement in system menus

So I bought a used Wii about 2 weeks ago and I've noticed that in any of the system menus, including the home button pause, the cursor movement is really jumpy and weird. However, in games it is perfectly smooth and accurate to its capabilities (not without the slight delay inherent to the technology used = bummer). OFC I googled it, tried all the standard troubleshooting measures (changing sensitivity, recalibrating, new batteries, lights off, bar position, proximity, different remote, cleaning sensors... You get the idea) to no avail. My question to you guys is does this this sound like a hardware issue or did Nintendo just drop the ball on cursor tracking in the system menus?

Happened to me last time, standing closer fixed it.
