What kind of parts or hardware do I need to keep noise level to a minimal for my pc?

Currently, looking for three 120mm blue Led fans and one 140mm blue Led fan for my Nzxt Phantom.
Something that is very quiet to near silent while not compromising performance/airflow.
Other than that I'm pretty lost. Originally was going to go for the H80 when it was on sale for $68 but I missed out. I'm pretty undecided atm but have the Hyper 212+ in mind.

Does the noise reduction/silencing kits off Frozencpu and other sites work?

Thought of that too. But I'm pretty new to the whole "build your own pc" kind of thing and this is my first build on my own. And it seems a bit too complicated atm. Might consider it in the future when I learn more about building computers but for now I'll stick to fans.

check my rig. its totally silent. i mean, literally. no sound is heard even at 04.00 in the night. not even hissing from fans.

I see your build but it doesn't show the make of your fans. Unless they came with your case then that's a different story. I'm in the market for quiet/silent LED fans with any additional components that will help make it quieter.

all of them came with the case and they are all coolermaster fans. 23-24 cm. one 14 cm.

I would see if you can fit TY-14 or TY-150's in your case. Both have 120mm mounting but are realy 140mm fans. Wisper quiet. Stock fans on the Silver Arrow and Archon. They work grate as case fans.

Those R4's are meh fans at best. Have you looked at the geild wing 12's? they are some epic epic fans. or you could always make your wont LED fans.

Do this to some TY's or GT's

Starting with quiet components is the best way to get a quiet PC. Here's a quick and dirty list of quality quiet components. It's not a complete list, but what's on it is either best-of-class or near enough to it:

PSUs: Seasonic, Kingwin/Super Flower, and Nexus. Sapphire, NZXT, and others are supposedly also quiet/silent, but I haven't heard them and there's more to PSUs than just being quiet.
Case Fans: Enermax Magma, Globe Golf Gen II and III, Gentle Typhoons (fan controller), San Ace silent series (fan controller), Noiseblocker Multiframes, Noiseblocker BlackSilents, Thermalright X-Silent and TY-140.
Heatsink/Radiator Fans: Adda, Gentle Typhoons (fan controller), San Ace silent series (fan controller), Noiseblocker Multiframes, Thermalright TY-140s.
CPU cooler: Noctua C12, C14, U9P SE2, U12P SE2, D14 are all phenomenal. Thermalright's Archon and Silver Arrow are likewise excellent.
Storage: replace HDDs with SSDs.... or noisy HDDs with WD Caviar, Seagate Pipeline, or Samsung EcoGreen.
Optic Drive: Asus and LiteOn make good ones. Sony and Panasonic are hit or miss. Nothing will go at x16 quietly though.
Case: Steel and thick acrylic beat aluminum. Every time. Fractal, NZXT, and Silverstone make excellent cases for quiet builds. If Lian Li made some of theirs in steel, I'd recommend them too.
