The tones are the same. It's weird though, because wherever they overlap with an image, the negative is lighter. Seems like it'd be darker if the problem was stray light. Also, there's no way it was from static. It's way too humid here for that.

The pattern looks more like a fluid pattern than anything. The edges are well-defined, and typically slightly darker than the center of the spots.

Yes, it would be darker over image areas if it were light leaks.

Is there any chance one layer of film stuck to another on the developing reel and moved around a bit during agitation?

Key facts are:
  1. Neutral toned splotches, so it likely occurred during development.
  2. The splatter type of shapes, which suggests a chemical problem or agitation or quanty of chemical.
  3. Negative appears lighter where the splotches are, so it is not a problem of light leak.
  4. Refixing didn't improve it (no change), so not a fixing problem.
  5. Rewashing didn't improve it, so it is not a surface smudge or dirt.

Was there sufficient quantity of developer and the other baths to keep the film immersed completely in between agitations?

No. It's covering the entire film in random locations, and it looks nothing like film sticking together.

Definitely. I used 750ml, and the tank only requires 590ml for 120 film.
