Everest reports mine hella low too; don't know if its my PSU or Everest, but I'm thinking its Everest. Says my 12V is ~11.89, then'll jump to 11.00v, then jump to -5xx.xxv, then to 19v, and then goes back to normal. Does it for all of my voltages.

I would blame your voltages on the program's inaccuracies. If they are that much off I doubt your comp will run.

The 3Dmark is about right for your system. The CPU score could be higher though. Now to oc that thing!

For no OC is fairly decent but definitely start OCing that thing as high as you can go.

And what are the rest of your components for that Core 2 Duo system?

They aren't accurate readings....so no. They're not too low. your computer wouldn't even boot with a voltage that low.

I also checked those voltages in the BIOS and it is the same as Everest!
I'm afraid to do OC with this kind of PSU that gives me low voltages.

I would say that this PSU is very suspect. I would purchase a better PSU and use the current one as a backup.

There should be absolutely no difference between Everest readings and BIOS readings, since both programs gets the info from the sensor chip. Try asking user "Chozart" about this, since he has the same mobo. Get a multimeter instead and watch your voltages.

This motherboard does seem to report too low voltages. I know my PSU is good and solid, delivering a little over 12V on the 12V rails and spot on on the others (on three different motherboards)

On this board, it's reported as WAYYY too low, and it seems that the 3.3V rail is reported as half the actual value. I decided to ignore. I have had no issues whatsoever However, a 400W HEC sounds suspicios to me in any computer.

Now, overclocking with that board on the latest official BIOS is going to be iffy at best. I managed an FSB of 375MHz (3.375GHz) at the very best, and that was not what you call stable... LOL. As you can tell, there are very limited RAM settings. If that's enough for you, then fine.

However, there is a Beta BIOS for this board, that offers more RAM settings, and gets me up to an FSB of 390MHz (3.51GHz - not really tried to push it further yet... getting a little warm). This is a pretty finicky board, and I will not recommend the Beta if you're not willing to wage war for a bit. It is a BETA, with all issues involved.
