Short story long --> Will see some performance gain running 1866 vs 1600 ram, but nothing major. Get 1600 minimum.

Look for a set of G.Skill ECO series CAS7 1600mhz RAM. Its cheap and OC's well. I have mine at 1866mhz w/1.5v CAS8

I saw similar benchmarks. The ones I saw showed a 2-4FPS gain on some games with the 1866.

I would rather the 4GB more of RAM then the couple FPS gain IMO

@dirtyworks Any CAS7 RAM I can find is out of my price range (this is a super-budget) In fact, CAS8 is kind of out too. The only reason I was debating the 8GB of 1600 is it was on sale NEgg for the same $$ as 4GB of the same exact RAM. But it looks like they sold out, so it may be a moot point.

8 GB of 1600 would be the way to go, timings aren't a huge deal.
