You will not see it. The linked article was Chinese propaganda. When ever you see the words "ingenues" or "glorious" it is Chinese propaganda. There are a few problems with the current cpus coming out of china. 1.) they are require patients that are already owned by other people. 2.) They only offer increase in power on non x86 and x64 systems. 3.) They are very limited into what instructions sets they can process.

It is like taking a lawn mover engine, adding a wheel to the drive shaft, spinning it a max speed, and proclaiming you built a car that travels 300 miles per hour.

I looked into the performance a little. It looks like performance/watt is scarcely higher than it is on 6 year old Xeon quad cores. The only benchmark I could find was SPECCPU2000, and when I tried to find out why they were using a benchmark thats been dead for 4 years the source lead me to a page google flagged as an "attack page".
