If you mean the POST screen, go into BIOS to enable/disable "LOGO" or whatever it's called.

You can try pressing and holding down the 'Delete' key during booting. This should get you into the BIOS (assuming it is being shown on screen).

Is this a newly built rig or an old rig having this problem recently?

If it is an old rig, have you done anything hardware or software wise recently?

Try these:-

1) Monitor check

-check and disable any energy saving feature

-reset to factory default

-remove the power cord and press on the power button for 30 seconds

2) Msconfig check

-Under Boot tab, make sure the option 'No GUI boot' is not checked

3) Graphics card check:

-try the other DVI output of your GTX560 Ti. One is the primary and the other is secondary. Sometimes the secondary output might be enabled a little slow to transmit signal.

4) Clear/Reset CMOS:

Enter bios and (just keep hitting the key after you start the pc) and look for "init display first" or something similar and select PCI-e slot.
