Horrible Gskill 1333 bandwith on Sabertooth 990FX

I just "upgraded" from M4A79 Deluxe, OCZ Platinum DDR2 1066 phenom 940 to a Sabertooth 990FX, 16GB of DDR3 G.Skill F3-12800C7D-4GBXH and a 1090T.

My last ram the DDR2 got 7.5 on WEI score and the 16GB gets 7.5 too?

What gives DDR3 is slower?

Your northbridge frequency is too low, bump that up to around 2400mhz and also, you upgraded from 1066 memory to 1333 memory, not much point tbh.

Also, your DDR2 memory had very nice timings.

You just need to set to the right speed and timings, and increase your CPU/NB speeds

7-7-7 is not crappity for 1333 at all.  Perhaps you're not using the right testing program?  This is a difficult explanation.

WEI score is pretty meaningless.

With mobos using the same chipsets, you aren't going to find any significant difference in RAM performance just from changing mobos. You can optimize the latency setttings if desired. Objective, scientific testing has shown that at ~1333 MHz.DDR3 RAM is not a system bottleneck for a typical desktop PC, so you're not going to see big changes going from 1066 MHz. to 1333 MHz.

More RAM = the ability to have more applications open concurrently, More RAM does NOT equal more system speed once you get above ~4 GB. unless you have an application that is a real memory HOG.
