Dying graphics card?

Hi there, is this a sign of a dying graphics card? I have the gtx295, it's about 2 years old roughly, have never overclocked it, is there a solution for this? Or is definitively dead? Thanks for your help.

Everything looks normal if it's perfectly still, but the second I start scrolling, or if I open any games, I'd see crazy dots around like this, thank you.

What temperature is it running at? What are your fan settings? Any overclock?

It's running at about 55? Restarted and installed latest driver, no luck, the GPU isn't overclocked at all.
