You will probably get 4.7ghz stable at 1.44v - 1.45v. That is what i recommend focusing on with your chip.
I wouldn't drop your PLL voltages with HT enabled, this will give you rounding off errors in stress tests. Leave em on AUTO.

So is it the voltage itself that degrades the cpu over time or is it the high temps which are caused by high voltage that degrades it? What target max temps would you suggest I keep this under? thanks

Feeding it too much current while its in its prime clock will hurt it. Some say that theyve been using 1.52v for over a year now with no degradation but i don't believe it.

With temps, it depends what your doing with it... Gaming keep it under 60c. Anything else like encoding, keep it under 70c.
While stressing it its ok to go as much as 80c but you don't wanna go further.

Voltage wise, it isn't recommended to go above 1.45v. Find your best clock with that chip at that voltage and be happy.
You should do 4.7ghz stable.

More voltage = More heat. It's the voltage that is the concern. The cooling can be controlled to some extent. Lowerring your ambients and upgrading the cooling system.
A general rule for load temps would be in the area of 70c give or take 2c.

Ok I ran it at 4.7Ghz on Vcores of 1.45, 1.43, and 1.40 - all passed the IBT 5 Pass on Very High. I also updated to SP1 before that.

Another update with 5 Pass IBT on Very High (4GB):

4.8Ghz @1.45v vcore - 2 Passes on IBT then BSOD
4.9Ghz @1.45v vcore - 0 Passes on IBT, BSOD 60 secs into the test

So looks like 4.7 is my best clock at 1.45v - yet I can get it to pass IBT as low as 1.40v so far.

Great to see your SP1 installed, notice how your gigaflops doubled !
5 passes is a great start, although when deciding on an overclock, the minimum you should settle for is 20 passes on "very high".
It looks like 4.7 is your chips best for 24/7. 4.7 is a beast overclock so good work.
Remember to watch your temps, Don't allow them go into the 90's, stop the test if this is the case.

EDIT: Also i noticed that your using a Level 1 LLC, My advice would be to change the LLC to Level 2. This would mean you will have to alter your vcore a little to adjust to the Vdroop. This will also help to prevent you from BSOD while idle in windows.

-Set the Vcore to 1.445v in bios and change the LLC to level 2. This will drop your vcore load to around roughly 1.438-1.443v.
-Now attempt a stress test 20 passes. See how you go. If it passes, and your temps are bellow 80c, i would stick to this voltage. You will have stability with peace of mind. If not (which i think it should), next vcore step would be 1.450v. But i would stop there.

I set LLC to Level 2 and started with 1.445 vcore - it passed 6 times then BSOD. Moved to 1.45 and it passed all 20! Max core temp was 76C!

Weird thing is that the highest Vcore CPUID was reporting was significantly lower than what I had in the BIOs.

1.445 ==> 1.416 in CPUID
1.45 ==> 1.432 in CPUID
