Reference 5850 has 2 DVIs, DVI-I Dual Link and DVI Single Link. 
 

If you are using DVI-VGA Adapter, you can only use DVI-I Dual Link port. The other DVI is Single Link so you have to use native DVI without adapter.

If the other monitor is plugged to HDMI of the card, the second monitor with VGA adapter can only use the Upper DVI-I Dual Link. The lower DVI port are shared with HDMI. 

Dell 1905FP has a DVI input. Is there any reason why you do not use it but use the VGA input?

If this secondary monitor is connected to the secondary output of your card, it might not show anything (eg Windows logo) until the desktop screen because, for some cards, the secondary output is enabled a little latter than the primary one.

But I suppose this is not your situation? Your main monitor shows everything during the boot process well into the desktop while the secondary monitor remains blank all the time. Correct?

Suggestions:-

1.  Perform Dell's Self-Test Feature Check. Follow the procedure here:

If it is out of sync, go to CCC to make sure it is sending 1280 X 1024 @ 60Hz signal to the monitor.

2. Instead of resetting the monitor by unplugging the power cable, get into Factory Reset in the Main Menu and select the 'All settings' (the bottom big red dot) to change all settings back to factory.

So each monitor works by its own and only don't work with both plugged in?

Did you uninstall Catalyst "select express uninstall" restart PC then install the Catalyst for the new card?

I note, from your sig, that your primary monitor is a Samsung 2333T or 2333SW.  Either monitor should have a D-sub (VGA) input.  Can you try to use the two DVI-to-VGA adapters to connect from your card's DVI output to the D-sub(VGA) input of the Samsung?  This is to confirm that the adapters are OK. 

As you mentioned above, 1st adapter gave the Windows ''da dink'' and the Dell is recognized but the 2nd adapter gave no sound and recognition.  Since everything is constant except the adapter, it could mean the adapters are faulty. 

So, eliminate this remote possibility by doing the above test.

PS I see the Dell has a DVI input.  Any reason why you do not use it?
