Clear CMOS and reboot to factory clocks and RAM settings, once booted back into windows, restart and go into BIOS, set your ram as per its specifications and appropriate voltage (1.5v or 1.65v)

If theres an option in BIOS to disable boot splash screen, do that also so you can see the freq the ram is booting at.

Reboot again, and use CPUZ to see if your RAM timings are corrrect.

What ram are you using? If its rated for 1600mhz it should work at that frequency. Try loosing the timings and increasing the voltage a little bit because the very fact that it says overclocking failed means that is recognizing your ram as being overclocked. Try it and let me know.
