Certainly I bow to your superior video card knowledge Grunion, so how do you explain the obvious disparity between 1.5GB and 3GB video card minimum frame-rates in this instance?

Run AB and monitor the usage.
I'll assume you let it run a little while before beginning the benchmark, and ran it more than once.

I ran it again at extreme, peaked @ 987mb.

HD7970 offers 36 fps while the 580 is struggling below 30 fps which is very laggy and unplayable. here HD7970 offers 31% more performance and expect this to increase with driver releases. GTX 580 is using very mature drivers while the HD7970 is still new and drivers optimizations are not as good as the 580, just like any newly released high end card.

I do love the mature driver angle.

Your anandtech graph shows the 580 and you think its mature drivers but have a look way back at Nov 2010

Drivers do improve but mostly SLI or a certain res with certain settings, overall not much changes. Exceptions are monumental mess ups like DA2

Here's SLI improvement. I'm sure anand just re-tested the 580, saw jack all difference on single and stuck with the same number

That's because he's wrong, it isn't on mature drivers. Generally review sites keep using the same benchmarks with different GPUs, so the numbers for each GPU in that graph he posted (Bar the HD7970, obviously) was just pulled from previous benchmarks. That is, unless they do a specific to new drivers benchmark.

That PSU, while not a AX1200, would be fine with a $600 card...

Why? He needs 8 pin connectors but other than that it'd be fine.

It's one of those things where it can run fine, but it can also cause major problems if you don't take care. In general if it's a 750w decent PSU it should be fine to use a 6pin PCIe to 8pin PCIe adapter, but its still best to have the native connectors.

2 more runs....First screen is overclocked to 970....The second is reference 580 clocks(772/1544/2004)...

For the second run, allow the demo to play a couple of minutes before pressing benchmark. I'm curious to see if your low min fps performance repeats...

If you notice in the picture taken off thermaltakes website this psu supports sli/crossfireX with only TWO 6pin pci-e connections and apparantly came with a adaptor which can be purchased for 15$ for my 6 pin to turn into 8 pin.. I do not have that adapter and was hoping the 7970 came with one!

This is my run after having let the demo run for a couple of rounds. My minimum fps is suddenly fine. Weird...

Heaven is known to have wildly varying minimum frame numbers from even back to back tests. I can run it 5 times in a row, changing nothing, and get anywhere from 5 to 25 for the minimum. If you chart it out and see the actual amount of time it spent at the lowest minimums, it gives you a better idea why it means nothing in this bench. It usually is just a very quick stutter at the very beginning of the test or sometimes a random split second dip. The times it hit those lows are either one time or very very few if more than once. The guys over at OC.uk talk about it in their OC run thread on the 7970. I had never paid attention to it until I read their thread and they mentioned it, so I done a few tests to try it out. They came to the conclusion that minimum FPS in that bench is worthless to go by due to this. I urge other people do a few runs in a row, leaving everything the same, to see if they get the same thing. Curious if it is an across the board thing.

It seems they have changed the thread since I have last read it. It was in this thread, testing a 3GB 580 to a 3GB 7970. Not sure if they removed some posts are merged and stuff was lost, but the post(s) that I was talking about are gone now, hmm.
