I'm wondering - is this because my SSD is just one giant partition? How can I fix this?
Windows' built-in tool won't let you mess with the boot drive if it moves files around (which sometimes means you can only shrink it by a few GB if that), but there are 3rd-party tools that will. I use EaseUS Partition Master and have not encountered any problems shrinking anything, be it HDD or SSD. It's also somewhat idiot-proof and won't shrink in such a way to delete files. I haven't bother with over-provisioning in the traditional sense; I just left ~20 GB unpartitioned.
