So, anyone have any idea why Id freeze on POST with 1.3 Vcore with OverVoltCPU(makes it 1.5) but not on 1.5 without Overvolt? its nice and stable inside windows, but on post it doesnt do so well.

4 12 volt rails with only 16 amps each? you want a minimum of 20 to 24 amps per rail. your psu isnt as strong as you think it is, which is why your voltages bounce around

They have the OCCT program here in downloads, Why don't you down load that.If you don't have SpeedFan go down load that to..Go ahead and set them up and see how much voltage flucuation you are getting with them..The are not real accurate but you can see your voltage bounce with them...If you want to try something else first, turn you comp off..unplug it..hold down on the power button for 10 or 15 seconds to drain the capaciters..ground your self on the comp frame or wear your anti-staic band,if you don't have anti-static gear you should get it the next time you have a chance...Then go through all your connections one by one ..Then fire it back up and see if your problem could just be a loose connection...P.S. -make sure your cpu is fully seated...
