For those of you still using WindowsXP, check out the XP Power Toys section for Image Resize Toy. It adds a quick image resize selection in your right mouse button context menu in Explorer. You simply select the pics you want to resize, right click, choose Resize Pictures and select the size. I use it all the time for photos I'm going to post online.

There is a clone version now available for Windows7. It does the same thing, just with a couple more checkboxes.

These above linked utilities do not do anything advanced like watermarking or borders, but are super useful.
