Am I getting boned by my ISP?

Here, where I live in Kansas my options for internet are Cable (cox), DSL (at&t), Or Satilite (Hughesnet)
I have cable, I am paying for a connection that is supposed to be up to 28Mb down and up to 2Mb up...
I am getting something more like 15Mb down and 6Mb up, whenever I run speedtest, the meter hits a wall at 20Mb and drops to 15

If I am not getting the speeds I am paping for, should I even be paying the higher Premium?

You are paying for a theoretical maximum, will almost never get the actual advertised speeds. Actual real world speed can be affected by the number of other people online, location of the server, etc.

I live in Hutchinson, KS and I pay for the preferred package through cox. 15 Mbps down and 2 Mbps up.

Just ran speed test to Wichita.

You definitely aren't getting your advertised speeds so what the guy above said about how many people are on at that time could really effect it. Half the people in Hutch probably don't know what internet is.

That's about right. I'm from KS and you're UPload speed is rocking! Speeds will vary all the time, depending on the congestion of the Network, but for the speeds you're getting I wouldn't bat an eye.

We only have CableOne here, and they offer 50Mbps DOWN, but terrible ping times and a 50GB Data CAP w/ Overage charges. About the lamest ISP I've ever had to deal with.

While that is fine if you are paying for the Preferred package, you are indeed getting boned if you have the Premier package. I've heard of them forgetting to switch people over.

I'm on a free trial of Premier right now. Topeka to Dallas.

Sounds like some sort of powerboost or something.

Most ISPs use it, and basically you get the max speed for like 30s or so, and then it will settle back into the normal speed.

You can mod some modems to fix this.

Yeah, I have thought about how many people are online here.... then it dawned on me that as of 2 months ago my average download speed through speedtest has been roughly 24-29Mb Down and 5Mb up

I think I am going to call and complain after the first of the year.

speedtests with cable will show powerboost like yours is doing...

Oh well here in Canada telecoms are uber expensive.

At least, 50$ for 8 down 1 up redface.gif but we 100% get our speeds. It can't go lower (implying you use the 2 main ISP, not some weirdo line stealing 56k thinggy ISP).
