3.5GHZ Stock Cooler
Used 2 Temp App's Both have the same CPU temps.

Case is the Silverstone RV02 I have HUGE fans with great airflow, I know its not my airflow.

^ This does not answer what your voltage under load is. Who cares if it is 3.5GHz under load? What if the voltage is 1.4v? Open up CPU-Z when you run prime and see what the voltage changes to.

Ugh...does not sound like you are having a good time. I think I would probably just wait until you get your RMA'd board before stressing out trouble shooting. A bad board can do crazy things.

Maybe the CPU fan is not spinning up fast enough when under load? Is the fan working right?

I'm betting one of the four posts is not pressed in right. I had the same problem with my i7 950. The idle temps weren't too bad but load would hit nearly 100c in a second. Powered down the first time that happened and pressed every post down and found one that wasn't installed right.

I made sure that thing was in. I pulled lightly up on it and it did not move at all. I checked all around it made sure that thing was in. IT is on right.

If your thermal paste is spread nicely and your cooler is nice and snug it could be your mb reporting the temps wrong or it isn't ramping up your heatsink fan under load properly since you said it was already faulty... what are your ambients?

If you pull up lightly and one of the push pins aren't in right sometimes it seems like it still dosen't budge but it'll still be loose... push pins are a pain to install and take out..

Cpu fan does not seem it is spinning faster when its under load. just the same speed.

Check the rpm of your fans under load with speedfan or another program.. your idle temps are way too high on stock with a 21C ambient.
