Wait, are you looking for cfm per decibel or just an alternative? Either way, the Akasa Apache's and Vipers are really good fans, especially the 140mm Viper. I think it has a ~4 cfm per decibel which is high since the only other time I've seen that rating or something close is some Deltas, Nidec Servos, and Sanyo Denkis. It's only $15 (I think) too. I don't think the static pressure is good enough for good performance on heatsinks so you may want to get a different fan for that.

Edit: Also, the Apache's come at a lower speed than the Vipers. If you're worried about the yellow, just pop off the fan blades (actually, I don't know if you can do that with a fluid dynamice but I've seen it done with a lot of fans, mostly ball bearing) and spray paint them with something like Krylon Fusion or some other paint that can bind with plastic.

I actually had no idea they make all-black apaches too. Those look really nice.

Yeah, cfm/db and possibly something with a lower min RPM than the NB (which is kinda high at ~900)

It is for a heatsink. So for that I should look elsewhere?

Re: the min RPM on Apache vs Viper, it appears both PWM models bottom out at 600.

I would have suggested vipers but for some reason I though you wanted silent fans biggrin.gif The static pressure on apache is enough for cpu heatsinks, I might not use one on a radiator though.

Well it seems they're the same fan, the viper just has an extended range. I'm not sure if I need the extra cfms, but I think I'd rather have them available than not.

These Akasas seem really nice, but if the static pressure is not good maybe something else would work better for a heatsink (not a radiator).

Noiseblocker Multiframes, especially the lower speed PWM model, will be the best available quiet PWM fan for your CPU. If you can get the PWM San Ace silent fans, they'll be a little louder (splitting hairs really) but better with static pressure. Slip Streams are nice but their static pressure is meh.

I haven't heard the Akasa fans myself, but people like them well enough. I'd still want to see them compared apples-to-apples against several other fans so we can get real-world information about their ability to handle heatsinks. Take that "tech-review" article with a good dose of salt: they do not describe their testing process at all all and did not measure anything but noise produced versus noise quality and heat management. They ping my BS meter similarly to the Cougar fans.

I have multiple Noiseblocker PWM fans, one on my old server Acer AH-342, and two on my Gene Z, and they are good, but i do find their lower limit too high, as long as your are fine with 600rpm then it shouldnt be an issue. But here is where Scythe PWM fans imo are a little better, as they allow to fans to spin down close to 250rpm, where they dont move much air, but depending on your mobo you can ramp them up depending on your needs.

Scythe Kama Flex 120mm x 25mm PWM Fan w/ S-Fluid Dynamic Bearings SA1225FDB12H-P (300-1600rpm)
Scythe Slip Stream 120mm x 25mm PWM Mid Speed Fan SY1225SL12LM-P (200-1300rpm)

I do think the Noiseblockers are better fans, but at lower price, i think scythe is viable option.

I have Vipers in push pull on my Kuler 920 and specifically went for them because of how quiet they are (Its a media center rig too) but they keep my i5 very cool when I'm gaming too. I hated the Yellow blades though so I sprayed them black.
