Yes Prepar3D is not limited to the $500 license. The $10 monthly developers license is available to any user and has been confirmed by Lockheed as a legal option.

Eh, I played the beta for a little bit and it plays like crap, not to mention the fact that there is hardly a difference graphically to the flight sim that came out years ago.
-Poor, oversimplified flight controls. Check
-Crappy, redundant 2D graphics outside of the cockpit. Check
-Very small selection of flyable aircraft. Check

Yeah I know it's a beta, but I just can't see how it could improve any further based on what it is right now...
