Diamond Radeon 4870 downclocks to 200/500 in windowed mode

Got this 4870 off Newegg a few weeks back. Just had a chance to install it. In idle mode, GPU-Z and CCC report 200/500 for GPU/memory clocks. When I use Furmark full screen or play a game (Fallout 3) full screen, GPU-Z reports clocks go to 750/900 (factory clocks) and FPS is smooth....peachy. However, when using Furmark windowed or Fallout 3 windowed, the clocks stay at 200/500 and FPS is very jumpy. Is there a fix for this? I basically need to return the card ASAP as the 30 day limit is today.

That's how it should work with AMD power play for the 48xx series. If you want to keep in full in 3D clocks, download MSI Afterburner 2.2.0 Beta9 and create a profile and it will stay constant full throttle.

Im pretty sure in the CCC you can change it to performance mode the whole time

When I put it manually at 750/900 in CCC Overdrive, it's unstable in Furmark. Crashes after a few minutes.
