I think the Asus P8P67 Pro B3 uses Award BIOS.  If so, 1 long and 3 short beeps mean 'no video card or bad video RAM'.

http://www.bioscentral.com/beepcodes/awardbeep.htm#

By 'reinstalling', do you mean re-seating?  If not, try re-seating the new GTX580 card.

And, take out and re-insert the PCIE power connectors into the card.

Also, do a thorough cleaning of the motherboard slot and the gold contacts of the card.

I have tried re-seating a few times. No change.

As i type this swapping in the Seasonic x650 to see if its a PS issue.

The connectors were fine as well. the rig functioned flawlessly with the 560ti

ADDITIONAL INFO

the 580's fan would go 100% as soon as the pc was powered on.

Have you tried to clear your CMOS? When I find my OC is to high or unstable and I can't boot my GPU's fans spin up to 100% obviously clearing CMOS fixed it for me perhaps you have the same issue.

Put the 580 in another system if it will boot. That's the fastest and easiest way to know for sure if it has issue or not.

That doesn't sound right to me my very very old pcp&c 610w has powered a 2500k@ 5ghz a peltier and a 6970. Unless your Corsair cx600 has actually gone bad. Did your case fans also power up when booting? to me it sounds more like your actual ram might have been loose. But i prefer a seasonic powersupply anyway so its not like im trying to convince you to go back just might want to check if your corsair is dieing if your planing on re-using it.

The CX600 reports a MAXIMUM wattage of 480w on the 12v rail. That doesn't tell us how much continuous it will put out. So yeah, I'd easily say not enough power. You need around a good quality 500w continuous PSU to run a 580 and the rest of a system.

That doesn't explain it not booting. Besides isn't the PCI standard power spec for a single card limited to 300w. + 2500k 95w = 395 which leaves 85w of wiggle room Just on the 12v. Now granted I do agree a better power supply is always a safe bet it should have enough power to easily boot and to be usable with a stock clocked system.

The bios is actually listed as AMI bios on the asus site. and 1 long beep with 3 short beeps is system RAM. @ op did you re-seat the ram when you changed anything?
