As long as those cores are used. I don't think you'll get any use out of a quad-core for web browsing but for games it seems (see below) it will be pretty great.

Sure it does. As mobile devices get more RAM, you can run tons of apps in parallel. The thing is, the CPU is pretty slow, and apparently - adding more slow cores consumes less battery than increasing the frequency and is easier than making it more efficient.
