if he's just using it for a silent PC... probably nothing much more then a HTPC.
even a HD5450 is more then suited for that job.

either the 520 or 6450 are more then capable of HD video and everyday accelerated applications...
Just sayin' why spend more money on a little extra power and more power consumption?

It depends what the OP needs the card for.

If it's only for an HTPC then the 520 is fine.
If he plans on gaming then it's definitely worth going a bit over budget for a 440 or a 6570:

If its a HTPC then either would probably work fine, but...

Currently in my HTPC I'm using a EVGA GT 430, a couple of weeks ago I gave my friend my Sapphire HD 6450 (passive cooling), and I like both almost equally, except for fan noise on the GT430, however...

For kicks yesterday I had my XFX HD 4550 in it and I didnt care for it at all, it seemed at times when I was browsing the web my video would lag...

My Galaxy G210 was an even bigger piece of...(well you know)...

The GT 430 has 96 shader processors
The HD 6450 has 160 stream processors

The HD 4550 has 80 stream processors
The G 210 has 16 shader processors (if i remember correctly)

The latter two GPUs just sit in case whatever happens for spares.
