Yes HDD can be quiet but it sounds like the drive isn't formatted or you need to assign a drive letter to it. Go into your hardware and find the disk controllers, properties on the drive and assign it a letter.

the HDD has been turned into a dynamic disk. you can turn it back to a basic disk with partition wizard.

What sata 3 port is it plugged into and is it enabled? Some mobos turn off extra sata ports by default or if you don't need the bios to look for devices on it. What mobo are you using?

Look if the bios sees the drive you're good and just need to format it for windows to see it. I use Hiren's Boot CD to setup stuff because it has disk utilities on it. Format the drive.

You prolly need to create a partition in it, btw on the bios you should change the IDE option to AHCI cause of the SSD, this will also require a clean Windows 7 Install.
Hope this helps
