Upgrading operating system?

I have a Imac G4 10.3.9
700mhz CPU
256mb ram
80gb HD

Its very slow, seems like its way slower then when we first got it. It has one user name that no one can remember the password to. So I need to do a fresh instal. My question is, would upgrading to a newer os slow it down? If not then witch OS would be best? I have never done a fresh instal on a mac. I know a friend of mine has multiple OS cd's for mac. I am only worried about it not being genuine. Do mac OS come with serial keys?

The latest you can go on that machine 10.4 Tiger, but if you've forgtten the password, you can always boot off your OS X system disc and reset the password from there.
