I dont think you can run Coolnquiet, undervolting and overclocking without the aid of something like PhenomMrsTweaker. Later this week when I add my 1100T and 990FX mobo I will have a play and see what can be done.

I know first hand that you can, but it depends on the motherboard and BIOS.
Both this ASRock and my old FOXCONN could OC, under volt, and use cool 'n quiet at the same time. My brothers even older ASUS can't though. I still use MSR tweaker because it lets me set a specific voltage for each P-state, which is awesome.

To OP, if you set voltage to 1.325 in manual mode and turn off LLC and your voltage is still above say, 1.35 than there is something else wrong and either ASUS has added another "wonder setting" that makes this more complicated than it needs to be, or there is a glitch in your bios/efi and ASUS needs to fix it. Call/Email ASUS support if setting manual doesn't fix this.

I think I fixed it somehow, I don't know what I did but it's fixed now for sure. My idle voltage is 1.17 now and the max it can go to now under load is 1.332. I ran prime95 for 4hrs and I got no errors so it seems fine. I get no voltage spikes either now so whatever I did was good. The temp doesn't seem to go above 40c and by the way I'm using a Hyper 212+. I used to idle at 1.22 and under load the voltage would go all the way up to 1.45 and sometimes even higher with random spikes.

Awesome. I recomend you run prime blend for at least 12 hours to ensure stability.
