I say try the card by itself in the first PCIe slot x16. Clean up the drivers, reset CMOS then try it.

 

Because your board only supports 2 x PCIe x16 (blue @ x16 mode, black @ x4 or x1 mode) and @x1 will not work for crossfire and will be disabled in Device Manager.

 

Looking at the SS in Device Manager, the card has error message, and if you have cleaned up the driver as suggested in my post, and put it in first PCIe slot @16, it's hardware related.
