I much prefer the blue hour to shooting when the sky is black. Blue hour shots offer a nice night scene but still have enough light to light up the surrounding area and keep exposure times down.
The length of exposure you need to get the streaks you want will depend on the speed and amount of cars. Contrary to what Sub says above do experiment and chimp. I don't care how good you are you cannot predict the outcome of the streaks. To much time and it can become one big solid blob on the highway and to little doesn't leave enough streaks. Figure out the time you like best and adjust exposure from there with aperture and ISO.

That was my plan, I know how i want it to look. So I'm going to use the knowledge I have to get there.

You don't learn anything about exposure by chimping and blind shooting. Learning how to predict the outcome of a shot by learning differences in luminosity within the scene is an invaluable tool that will only benefit one's photography in the long run. It's especially worthwhile when you might miss a shot due to the internal meter being fooled, and that moment is gone forever. Matrix and evaluative metering modes work great for a good number of situations, but most people aren't aware of how to counteract the calculations made by the camera where mashing the scene to 18% gray results in incorrect exposure for the crucial part of the final image. Do note, also, that in every modern DSLR that I am aware of, the meter will still weight the result towards the selected focus point, with higher-end bodies allowing spot metering via focus point as well.

It's easy to take a bunch of shots to see what settings work in that particular scenario, but you will never walk away with any information that will benefit you in the long run.

I was saying to decide the time needed for the streaks wanted should be chimped. I am not aware of any method to pick an exposure duration based on the speed and number of cars. I said after you get that down pick your shutter by adjusting aperture and iso.

As Henry Cartier-Bresson said, "Your first 10,000 photographs are your worst."

The best way to learn is to go out and take pics, lots of them. Like playing instruments, taking good photographs is all about practice.

Well unfortunately the fence i did not notice on my run made it impossible for taking a picture. So I have nothing to show you guys. I will however either tomorrow night or saturday night take a trip over to the triboro bridge and take some shots of that.

I tried but its a small hole chain link fence (about 1") so in my opinion it obstructed it way to much. It took way to much away from the road and lights.

Shoot manual or shutter priority to a shutter speed in the seconds (5-30s)
Obv. use a tripod
Use a shutter release cable to trigger the shutter, don't use ur hands to press the shutter when on tripod doing long exposures
If you don't have that, use a 2s self timer or something
Shoot in small aperture f8-16 to see the nice sunstars of street lamps etc.
Random example of mine (I'm no expert):
