On topic: I've been playing around some more and although I haven't got any better clocks with high voltages I have found that my card is pretty good at stock voltage.
So far I managed 1175 on the core @ 1170v OCCT stable. From what I have read from others thats pretty good. I know it can't do 1200mhz at stock volts but there still might be a bit more somewhere inbetween those two values.
I'm assuming that the high voltage issue is either down to the fact that the card I have is just not capable of sustaining it or there is some sort of power limitation that is, well, limiting it. If this is the case then maybe there will be some BIOS modifications that can rectify it. I'm no expert so hopefully time will tell or someone with more knowledge can shed some light on the situation.
Edit: thought it might be worth a mention that I have run the high voltage tests with my 2600k at 5ghz and also with the BIOS settings at default and it has made no difference to my cards stability.
