Well, solved the problem. After removing a re-seating this a few more times and examining everything closely, I believe the mounting bracket is faulty. I ended up picking up a Hyper 212 Evo, pulled everything apart, mounted and put it back together and temps are now rock solid at 4ghz - idle is ~25c, running Prime Blend temps are about ~55c max (only running push fan). Very happy with the results.
